Low-carbon economy

Nature
    The core of a low carbon economy is a fundamental shift in energy technologies and reduction of technological innovation, industrial structure and institutional innovation, as well as human survival and development of the concept.
    This new development model is different from the traditional economy characterized by low power, low emissions, low pollution, another major advancement of human society following agricultural civilization and industrial civilization.

Significance
    To develop low-carbon economy in China, on the one hand, a positive commitment to environmental responsibility, to complete the requirements of the national energy saving targets; the other hand, the adjustment of economic structure, improve energy efficiency, development of new industries, build an ecological civilization is to achieve economic development the inevitable choice of the win-win situation with the resources and environmental protection.
The Government has taken the initiative?
    My Government has taken a series of measures to develop the low carbon economy, combat climate change. These initiatives include five aspects:
    The first is to develop and implement national programs to address climate change, clearly the specific objectives to address climate change by 2010, basic principles, focus areas and policy measures.
    Second, efforts to promote economic development pattern and adjustment of economic structure, and taken to eliminate backward production capacity, policies and actions to encourage and promote the conservation of energy resources production and consumption patterns.
    Third, the energy consumption per unit of GDP as a binding target included in the "Eleventh Five-Year Plan" and the establishment of local enterprise responsibility system for energy saving, step by step assessment.
    Fourth, by increasing the policy guidance and enterprises to participate in capital investment, vigorously develop hydropower, nuclear, solar, biogas in rural areas and other low-carbon energy.
    Fifth ,deepen the field of energy resources prices and fiscal reform. Through a series of policies and measures to control greenhouse gas emissions.
